Introduction

China has announced a massive initiative to construct a nationwide network of AI data centers over the next five years, backed by a state investment of $295 billion. The primary goal of this monumental project is to replace Nvidia hardware with Huawei across its entire AI infrastructure.

The operators of this new national network will be state-owned telecommunications giants China Mobile and China Telecom.

The Shift to Domestic AI Chips

According to the strategic plan, a minimum of 80% of all AI chips used in these data centers must be supplied by Chinese manufacturers, with Huawei taking the lead. This directive effectively excludes US tech giants like Nvidia and AMD from participating in the national scheme.

Nvidia's CEO, Jensen Huang, acknowledged this reality last month. In an interview with CNBC, he admitted, "We have largely ceded this market to them." Historically, China accounted for at least 20% of Nvidia's total data center revenue, making the closure of this market a significant blow to the company.

Huawei Ascend 950PR Outperforms Nvidia H20

A critical factor enabling this transition is the advancement of domestic chip capabilities. Huawei's new Ascend 950PR chip is reportedly 2.8 times faster than Nvidia's H20. The H20 is currently the only AI accelerator from Nvidia that Washington regulations permit to be exported to China, leaving Chinese companies heavily incentivized to seek more powerful local alternatives.

Massive Corporate Investments

The $295 billion state investment is only one piece of the puzzle. Private sector investments from major tech companies are accelerating the shift:

  • ByteDance has already reserved $5.6 billion specifically for Huawei chips in 2026 alone.
  • Alibaba and Tencent have also placed substantial orders for domestic AI hardware.

When accounting for private investments and the necessary integration with power grids, the total volume of investments in China's AI infrastructure could reach a staggering $800 billion by 2030.

Global Context

To put this into perspective, the United States directed $725 billion toward AI this year alone. However, China is achieving its infrastructural leap by building a robust, self-sufficient AI ecosystem without relying on a single Nvidia chip.
